Water damage mold cleanup is two different jobs that get sold as one invoice. If you catch a clean-water leak and dry the structure within 24 to 48 hours with no growth, the work is IICRC S500 drying. If the drywall is already fuzzy, the house sat wet past that window, or the water was sewage, the work is IICRC S520 removal. Fans prevent mold on wet, clean materials. Fans on established growth spread spores. This page is which standard applies, Category 1 versus Category 3, what to bag, and when the air movers have to stay off.
I am a licensed mold assessor. The mix-up I see after a burst pipe is a restoration truck that calls drying “mold cleanup,” or a homeowner who runs box fans on a wall that is already growing. The split is on restoration vs remediation. The hour-by-hour leak clock is after a water leak. Cost bands are on mold remediation cost.
Cleanup after water is not a product. It is a sequence.
If you are still inside the window with no growth, you are on time for drying. FEMA’s other side: if you “were unable to dry it out within 48 hours,” you “should assume you have mold growth.” Then cleanup means cut-out, not more dehumidifiers. EPA’s 10 square foot DIY line still applies to ordinary indoor mold on a hard surface with the leak already fixed. It does not apply to sewage or a wall cavity you cannot see. DIY or professional and do I need a pro use those same limits.
The trucks look similar. The standards do not.

S500 is the Standard for Professional Water Damage Restoration. S520 is the Standard for Professional Mold Remediation. One company can hold both skills. The problem is using S500 tools on an S520 job. EPA’s water-damage table: wallboard “May be dried in place if there is no obvious swelling and the seams are intact.” If not, “remove, discard, and replace.” Ceiling tile, carpet pad, and wet insulation are usually discard.
Drying is the whole cleanup when the leak is closed, you are inside 24 to 48 hours, nothing is growing, the water was Category 1, and materials can actually dry. A burst supply line extracted the same day, pad pulled, meters coming down, does not require tearing out a wall that never grew. Photograph it. Meter it.
Removal is the cleanup when the paper is fuzzy, insulation stayed wet, the house sat closed through a weekend, FEMA’s 48-hour assumption applies, growth is larger than about 10 square feet, or mold is hidden. EPA: “the back side of dry wall, wallpaper, or paneling, the top side of ceiling tiles, the underside of carpets and pads.” Then: limited containment for about 10 to 100 square feet, full containment above that, bag porous material, HEPA the rest, independent clearance. Rebuild is extra. Typical professional removal still clusters around $1,200 to $3,750, or about $10 to $25 per square foot of affected area, on the cost page.
IICRC S500 classifies the water, not the stain.

IICRC describes Category 3 as “grossly contaminated” water that “can contain pathogenic, toxigenic, or other harmful agents,” including sewage and wasteline backflows from beyond any trap, regardless of color. Clear water from beyond the trap is still Category 3. Outdoor flooding is flood mold. CDC: floodwater “may have carried sewage or chemicals into your home.” Do not shop-vac Category 3, mop it through the kitchen, or run the HVAC to dry a sewage basement. CDC: “Remove and discard drywall and insulation that has been contaminated with sewage or floodwater.”
Bag means discard, double-bag where the protocol says so, and take it out through containment, not through the living room.

EPA: “Absorbent or porous materials, such as ceiling tiles and carpet, may have to be thrown away if they become moldy.” And: “Porous materials that are wet and have mold growing on them may have to be discarded.”
Do not bag wet material in a bedroom and “deal with it later.” Dry contents that never got wet can leave the work area so they are not cross-contaminated.
Air movers are correct on wet, clean materials with no growth. They are wrong on a wall that is already colonized.
FEMA: “Do not use fans if mold has already started to grow, because the fans may spread the mold.” That is the whole section. A restoration tech who sets a fan on fuzzy drywall is spreading the job into the hallway, then quoting a larger cleanup.
Same logic for the air handler. EPA: “Do not run the HVAC system if you know or suspect that it is contaminated with mold.” “Fan only” is not a drying plan if the coil or the return is dirty.
If you can see growth, close the room, skip the box fan, and get a protocol. If you cannot see growth and you are inside 48 hours on clean water, run the drying equipment and meter the wood toward about 19 percent moisture before anyone closes a wall. That target is on after a water leak.
Ozone, fogging, and bleach-in-place are not a substitute for bag-out. EPA: “Whether dead or alive, mold is allergenic.” Chlorine bleach “is not recommended as a routine practice during mold cleanup.”
Water damage mold cleanup fails in two directions. People dry too late and then try to save paper-faced board that already grew. Or they demolish a wall that could have been dried on Tuesday because a truck called the visit “mold.”
Name the category. Name the standard. If you are inside two days, the water was clean, and nothing is growing, you want S500 and meter readings. If the paper is fuzzy, or the water was sewage, you want S520: what to bag, fans off, independent clearance. The cost of getting that wrong is paying twice.
Only when you are still inside about 24 to 48 hours, the water was clean, and nothing is growing. That is IICRC S500. Once growth is on materials, or the house stayed wet past that window, cleanup is IICRC S520 removal, not more air movers.
S500 is professional water damage restoration: extract, dry, prevent mold. S520 is professional mold remediation: contain, remove contaminated material, clean, verify. Ask which standard the proposal is written to. Drying can prevent mold. It does not remove mold that is already growing.
Category 1 is clean water, such as a potable supply-line burst. Category 3 is grossly contaminated water, including sewage and backflows from beyond a trap, regardless of color. Category 3 is never a mop-and-fan job. EPA says to use a professional experienced with contaminated water.
Wet insulation, ceiling tile, swollen or moldy drywall, carpet pad that stayed wet, and anything porous sewage touched. Wallboard may stay only if seams are intact, it is not swollen, and it dries fast. EPA says porous materials that are wet and growing may have to be discarded.
When mold has already started to grow. FEMA says not to use fans then, because they may spread the mold. Fans are for wet, clean materials with no growth, inside the drying window. Do not run a contaminated HVAC system as a dryer.
Drying a fresh clean-water loss is usually cheaper because you are renting equipment, not discarding walls. Once porous material has to leave, you are in the remediation band of about $1,200 to $3,750 for most jobs, or $10 to $25 per square foot of affected area, with rebuild extra. Sewage and HVAC jobs run higher.
