Water damage restoration dries a wet house. Mold remediation removes growth that already started on materials. They are different jobs, run to different standards, and they are not interchangeable. If you dried the structure within about 24 to 48 hours and nothing is growing, restoration is enough. If the drywall is fuzzy, stained through, or already musty, drying is too late and you need an independent assessor, then a remediator. Searching “mold restoration” and calling the first 24-hour truck is how a dry-out visit turns into a demolition contract you did not need, or into fans blowing on mold you already have.
The EPA’s home guide is the clock: “It is important to dry water-damaged areas and items within 24-48 hours to prevent mold growth.” That sentence is restoration. Once growth is on the paper face of drywall, you have left that window. Who owns each step is on who to call for mold. This page is the mix-up: restoration companies selling mold work, and homeowners treating those two words as synonyms.
The trucks look similar. The invoices do not.

S500 is a drying standard. S520 is a contaminant-control standard. Fans, dehumidifiers, and moisture mapping belong to the first. Containment, negative air, bag-out of porous material, and clearance belong to the second. One company can hold both skills. That is common. The problem is using S500 tools on an S520 job, or calling the S500 visit “mold remediation” on the invoice.
EPA: “Absorbent or porous materials, such as ceiling tiles and carpet, may have to be thrown away if they become moldy.” Porous material that is already growing is a removal problem, not a fan problem.
Work the jobs in this order. Skipping a step is how you pay twice.

Restoration is the whole job only when all of these are true.

A burst supply line extracted the same day, dried over the next day, with hard surfaces wiped and pad that came up fast, is a restoration job. Photograph it and meter the walls. You do not automatically need a remediator.
FEMA’s other side of the clock: if the home got wet and you “were unable to dry it out within 48 hours,” you “should assume you have mold growth.” That is the handoff from S500 to assessment.
If the drywall is fuzzy, drying is too late. Air movers on established growth spread spores. FEMA’s cleanup guidance is direct: “Do not use fans if mold has already started to grow, because the fans may spread the mold.”
Remediation signs, not reasons to add more dehumidifiers: paper-faced drywall with visible growth, bubbling paint, or a soft stained face; insulation that stayed wet in a wall or attic; a musty cavity you cannot see the edges of; carpet pad, ceiling tile, or particleboard that grew; a house that sat closed and wet for days.
EPA: “Mold may be hidden in places such as the back side of dry wall, wallpaper, or paneling, the top side of ceiling tiles, the underside of carpets and pads, etc.” And: “Porous materials that are wet and have mold growing on them may have to be discarded.” CDC: if a flooded home has been closed up for several days, “assume your home has mold.”
More drying without containment is how a closet problem becomes a hallway problem. The remediator still dries the structure at the end. They cannot start by blowing the room around.
A legitimate first visit is extraction, moisture mapping, and a drying plan with meter readings. It is not a free “mold inspection” that ends in a five-figure remediation contract before anyone has opened a wall under containment.
Watch for these swaps.
If the leak is fresh and you are inside 48 hours, hire drying. If the house has already grown mold, hire an assessor, then a remediator. Do not let the same walkthrough decide both.
After you report a water claim, many carriers dispatch a “preferred” restoration vendor. That company often arrives the same day, extracts water, and then writes a large mold scope. Preferred does not mean required, and it does not mean independent. It means the vendor has a relationship with the carrier.
You can still confirm the leak is stopped before anyone talks demolition, ask whether the visit is S500 drying or S520 remediation, hire your own mold inspection if growth is in the picture, and get a second remediation bid against that report. Insurance is not guaranteed. A sudden, accidental discharge from plumbing is often a covered peril. Long-term leaks, humidity, and neglected maintenance usually are not. Flood is a separate policy. Mold cleanup is often capped even after a covered water event. Use the insurance claim checker before you assume the carrier is paying the remediator. A preferred vendor who does honest drying is useful. A preferred vendor who inspects, scopes, remediates, and later “clears” the same house is the conflict, whether or not your state bans it.
Drying a fresh, clean-water loss is usually cheaper because you are renting equipment, not discarding walls. Remediation is priced by how much porous material has to leave.

Call a remediator when growth is already on materials, or when the house stayed wet long enough that FEMA’s assumption applies, and you have a written scope. Do not call the remediator first while the pipe is still open, and do not let a drying crew invent that scope on the same visit they extract the water.
Call now if you can see fuzzy growth, if paint is bubbling and the board is soft, if the area is larger than about 10 square feet or you cannot see the edges, if sewage was involved, or if the HVAC took in the water. EPA: “Do not run the HVAC system if you know or suspect that it is contaminated with mold.”
The remediator should work from an independent protocol: rooms, materials, square feet, containment, and who is fixing the moisture source. That is IICRC S520 work, not a longer rental on the dehumidifiers.
The most expensive sentence I hear after a leak is “the restoration company said they would take care of the mold.” Sometimes they mean they will dry the house in time. Sometimes they mean they will demolish half the first floor on a drying invoice. Those are not the same promise.
Name the job. If you are inside two days, nothing is growing, and the leak is closed, you want S500 drying and meter readings. If the paper is fuzzy, you want an assessor who does not sell remediation, then bids against that paper. The carrier can recommend a truck. You still decide whether that truck is drying water or selling mold.
