Remediate the crawl space first. Encapsulate second. A 6 to 20 mil liner over wet insulation and stained joists is a cover-up, not a mold job. EPA’s protocol is still the protocol under the house: fix the water, discard wet porous material, and clean what can be cleaned. Encapsulation is moisture control after that, a sealed liner, closed vents, and usually a dehumidifier, sometimes drainage. It is not required by EPA’s mold guide. It is often the only way a chronically wet crawl stays dry enough that the cleaning was not wasted.

IICRC S520 is the remediation standard: containment toward the living space, removal of contaminated porous material, HEPA cleaning, documentation. Encapsulation does not replace that work. It is how you keep the crawl dry after S520 is done.
A vapor barrier on dirt is the minimum in a dirt-floor crawl. A sealed, thicker liner with closed vents is encapsulation. Do not let a contractor use the words as synonyms.
Not every stained joist needs a $12,000 liner. Not every “we will encapsulate” quote includes pulling the mold.

EPA: “If you clean up the mold, but don’t fix the water problem, then, most likely, the mold problem will come back.” Ground vapor, humid vents, and a plumbing leak are three different water problems. The liner only addresses soil vapor, and only if it is sealed. Vents that pull August air into a cold crawl will sweat ducts whether or not you have plastic on the dirt.
Do this in order or you pay twice.
A dehumidifier on moldy batts is the same mistake as restarting a dirty air handler. Dry first, then condition.
Call a remediator, not a liner-only crew, when any of these are true.
An encapsulator who does not remediate will staple plastic to dirty wood. A remediator who skips moisture will wipe joists and leave a dirt floor pumping vapor. You need the sequence, which may be two trades or one company that itemizes both.
If the only growth is a small patch on a pier or a joist near the hatch, the leak is fixed, and the dirt is dry, EPA’s DIY rule can still apply: “If the moldy area is less than about 10 square feet (less than roughly a 3 ft. by 3 ft. patch), in most cases, you can handle the job yourself.” N-95, gloves, goggles, detergent and water. These three details decide whether you are in a $2,000 clean or a five-figure package.
Access. A 3-foot crawl with a skirt-wall door is a day’s work. A 16-inch belly crawl with one interior hatch, HVAC trunks in the way, and mud is a week. Quotes that differ by thousands often differ on access, not greed.
Standing water. A liner is not drainage. Ponding, a high water table, or a slope toward the house needs grading, gutters that discharge away, and often interior drains and a sump before anyone sells plastic. Encapsulating a puddle traps water against wood and mechanicals.
Plumbing leaks. A supply line or dripping waste pipe is a defined wet area and a plumber. That can be limited remediation without a full encapsulate if the rest of the crawl was dry. Ground moisture is the opposite: every bay is in play. Do not let a leak quote become an automatic $15,000 liner, or a liner quote skip the plumber.

Remediation is still about $10 to $25 per square foot of affected wood or insulation. Encapsulation is priced by ground and wall area, which is how a 1,200 square foot house gets a five-figure liner. Ask for mil thickness, wall and pier wrap, dehumidifier size, and whether drainage is included. A $4,500 encapsulate on a small, already-dry crawl is plausible. $15,000 is a large, wet, complicated space or liner plus drainage plus a premium dehumidifier.

A one-line “crawl space encapsulation, $9,800” tells you nothing. Demand square feet of insulation to remove, wood to clean, containment at the hatch, liner mil thickness and coverage, whether vents are sealed, dehumidifier size, drainage included or excluded, HVAC ducts in the crawl, and independent clearance. Keep calling if they will not break it apart.
The crawl jobs that come back are the ones where someone bought a liner the way you buy paint. Moldy batts still in the joists, vents still open, a puddle under hardware-store 6-mil.
Get the moisture story first: plumbing leak, ground vapor, humid vents, or all three. Pull what cannot be cleaned. Treat the wood. Then, if the dirt and the climate will wet it again, encapsulate for real: thick liner, sealed, closed vents, a dehumidifier you can measure. That order is a dry crawl, not a plastic tent over a problem.
