Mold can start growing on wet building materials within 24 to 48 hours of a leak. That is the EPA’s number, and the CDC’s disaster guidance stretches it to 48 to 72 hours for wet items. Stop the water and get everything dry inside that window and the EPA says “in most cases mold will not grow.” If the material stayed wet longer than 48 hours, FEMA says to assume you have mold and plan for removal, not just drying.

The EPA’s home guide puts it plainly: “It is important to dry water-damaged areas and items within 24-48 hours to prevent mold growth.” It adds that “If wet or damp materials or areas are dried 24-48 hours after a leak or spill happens, in most cases mold will not grow.”
The CDC’s prevention guidance gives a slightly wider window: “Clean and dry wet items within 48 to 72 hours.” Its cleanup tips still say to dry your home “within 24 to 48 hours if you can.”
FEMA takes the other side of the clock. Its cleanup guidance says you “should assume you have mold growth” if your home got wet and you “were unable to dry it out within 48 hours.”
So under 48 hours with everything dry, you are usually fine. Past 48 hours, the question is no longer whether to dry but how much to remove.
None of these agencies say mold appears at hour 25. The EPA notes that mold “can grow on virtually any organic material as long as moisture and oxygen are present,” and paper-faced drywall, carpet pad, and wood framing are all organic.
Shut off the supply. For a burst pipe or failed appliance hose, that means the main valve. The Insurance Information Institute (III) says to “Know the location of the main water shut-off valve in your home” because “A damaged hose or a burst pipe can send water racing into your home.”
If water reached outlets or a panel, stay out of it until the power is off at the breaker.
Photograph and video the source, the water line on walls, and every affected item. Save the failed part, such as the split supply line or the cracked fitting.
The insurance claim, and the sudden-versus-gradual distinction below, turns on this. Do it before you start pulling carpet.
The EPA’s water damage table lists a “water extraction vacuum” as the first step for carpet, concrete, and upholstered furniture. A wet/dry shop vac does that job for a homeowner.
Pull wet rugs, lift the carpet edge so the pad can breathe, and empty the cabinet under a sink leak.
Then follow the CDC: “When electricity is safe to use, use fans and dehumidifiers to remove moisture.”
This is the whole game. The EPA’s ten-point summary says to “Clean and dry any damp or wet building materials and furnishings within 24-48 hours to prevent mold growth.”
Run fans across wet surfaces. Run a dehumidifier in the closed room and empty it often. The EPA recommends indoor humidity of 30 to 60 percent, so a cheap hygrometer tells you whether the room is actually drying.
Open the wall cavity if water got behind drywall. The EPA table says wallboard “May be dried in place if there is no obvious swelling and the seams are intact,” and “If not, remove, discard, and replace.” Either way, “Ventilate the wall cavity, if possible.” Pull the baseboard and cut holes low on the wall so air can move.
One FEMA caution matters here: “Do not use fans if mold has already started to grow, because the fans may spread the mold.” If you can already see growth, stop blowing air and skip to the remediation section.
Anything still wet is now suspect. The CDC’s tip is direct: “Anything that was wet with flood water and can’t be cleaned and dried out completely within 24 to 48 hours should be taken outside.” Use a moisture meter, not your hand, to decide.

“Feels dry” is not a standard. Wood and drywall can feel dry on the surface while the core is still wet enough to grow mold. Two university extension services publish numbers you can check with a pin-type moisture meter.

NC State says “Do not seal up walls until the wood moisture content is down to 19 percent or lower,” and that “You need a wood moisture meter to determine if you have excess moisture in your crawl space, attic or framing wall.”
Missouri Extension is stricter, telling homeowners to use “a moisture meter to make sure the materials are dried to 13 percent moisture before drywall and other coverings are reinstalled.”
Nineteen percent is the most any extension source will accept before a wall is sealed. Thirteen is the stricter target. Aim low. Close a wall at 25 percent and you will be reading why mold comes back in a few months.
The EPA publishes a water damage table for materials wet less than 48 hours. Remediation contractors work from the same table. Condensed:

Notice what the table never tries to save. Wet insulation and ceiling tiles go out every time, even inside the window, because insulation holds water against framing and cannot dry in a wall.
Once mold is visible, the rule tightens. The EPA says “Absorbent or porous materials, such as ceiling tiles and carpet, may have to be thrown away if they become moldy.” Moldy drywall is a replace, not a clean. See mold on drywall for how far past the visible edge to cut.
Hard surfaces are the opposite. The EPA’s rule is “Clean mold off hard surfaces with water and detergent, and dry completely.” You do not need bleach, and bleach on porous material is a bad idea anyway.
The leaks that become remediation jobs are rarely the burst pipe you found in an hour. They are the ones that dripped for weeks. Check these first.
A gradual leak is also the kind your insurer is least likely to cover.
You may not see it. The EPA says mold “may be hidden in places such as the back side of dry wall, wallpaper, or paneling, the top side of ceiling tiles, the underside of carpets and pads.”
If the wall looks fine but the smell will not leave, read mold inside walls. That is where a professional inspection with a moisture meter and, if needed, a wall cavity sample earns its fee. Inspection runs $300 to $600 for most homes, and the cost page breaks that down.
Health is the other signal. The CDC says “For some people, mold can cause a stuffy nose, sore throat, coughing or wheezing, burning eyes, or skin rash,” and “People with asthma or who are allergic to mold may have severe reactions.” If someone in the house developed those symptoms after the leak, see a doctor and treat the source as urgent.
Whether your policy pays turns on one distinction.
The III lists what a standard homeowners policy covers, including “Accidental discharge or overflow of water or steam from within a plumbing, heating, air conditioning, or automatic fire-protective sprinkler system, or from a household appliance” and freezing of those systems.
It also lists what it does not: “Your insurance policy will not cover damage due to lack of maintenance, mold or infestation from termites or other pests.” And “Flood damage is excluded under standard homeowners and renters insurance policies.” Rising water is a different problem, covered on our flood mold page.
Insurers say the same thing in their own words. American Family: “Coverage is limited to sudden accidental events, such as an abrupt plumbing-related water leak,” while leaks “resulting from wear and tear over time, aren’t usually covered by standard home insurance.” Travelers: “if you ignore a known leak or other long-standing problem, there may not be coverage.”
In practice:
Your photos from hour one separate the two stories. Report the loss fast, keep the failed part, and keep receipts for fans, dehumidifiers, and emergency service. The insurance claim page walks through the claim itself.
These are different trades.
Call a water damage restoration company in the first 48 hours when the material is wet but not yet moldy. Their job is extraction, structural drying with commercial air movers and dehumidifiers, and moisture monitoring until framing hits target.
Call a mold remediation contractor when there is visible growth, when material sat wet past 48 hours, or when the smell says growth you cannot see. Their job is containment, removal, cleaning, and clearance. The EPA’s threshold for a professional is size: if growth covers “more than 10 square feet,” it points you to its professional remediation guide. The EPA also says that if you hire someone, “make sure the contractor has experience cleaning up mold.”
Some companies do both. If so, ask who will perform the post-remediation testing. The inspector who clears the job should not be the contractor who did it, and some states regulate that separation. The leaks that scare me are never the dramatic ones. A burst pipe gets found in an hour. The jobs that turn into full remediation are the icemaker line and the toilet supply, the slow drip that soaked a subfloor for a month before anyone smelled it.
So buy a pin moisture meter today, before you need it. It finds a wet bottom plate that your hand and your eyes will both miss. Put it on every stud in the wet area and pencil the numbers on the wall. When the numbers stop dropping and are under 19, you can close it.
Your phone camera at hour one is worth more to your claim than anything you say to the adjuster later. Do not throw out the wet drywall until you have a picture of it in place.
And if drying started late, do not talk yourself into “it’s probably fine.” Cut a small inspection hole low on the wall and look. Patching a hand-sized hole is cheap. Finding out a year later is not.
